1 RULES
1.1 The event will be governed by the rules as defined in the Racing Rules of Sailing 2009-2012 (RRS), except that between 23.00 and 03.00 RRS part 2, shall, in applicable parts, be replaced by the International Regulations for Preventing Collisions at Sea.
1.2 ISAF Offshore Special Regulations Category 3, Monohulls and Multihulls with Liferaft, will apply with the following amendments:
a) Classic yachts with construction limitations that do not meet ISAF Special Regulation Category 3 with Liferaft, can apply for exemption. Such application shall be at the KSSS office in Saltsjöbaden no later than Thursday, June 18, 2009.
b) Emergency navigation lights according to 3.27.4 do not have to comply with the International Regulations for Preventing Collision at Sea concerning light angles (2.03.3).
c) Liferaft(s) must be stored on deck or in special storage space accessible from cockpit. One fire extinguisher must be reachable from cockpit.
d) Life raft, according to paragraph 4.20.4d, must have been serviced after 2007-05-01.
e) Vacuum packed life rafts must have been serviced after 2006-05-01 if the specifications from the manufacturer and the service station certificate allow this.
f) Life rafts on board chartered boats and rented life rafts, all of valise type, must have been serviced after 2008-05-01.
g) Liferafts complying with ISO 9650 standard shall follow ISO 9650-1 Type 1 regulations (High wind speeds and significant waves may be experienced). Temperature class B and Equipment Pack 2 (<24 h) is accepted.
h) Inflatable life jackets must have been inspected after 2009-05-01 by the person in charge and the auto inflation devices expiry dates must be in accordance with the manufacturer’s specifications.
1.3 International Measurement System (IMS) and ORC Rating Systems will apply for ORC International and ORC Club. Yachts participating in the IRC class must be fully compliant with the IRC Rules Parts 1, 2 and 3. The SweLYS/SRS rule will apply for LYS/SRS.
1.4 Swedish competitors shall, when racing under Handicap System and Rating Rules, follow the licensing rules for advertising as decided by the Swedish Sailing Federation.
1.5 All boats shall in accordance with ISAF regulation 20, display advertising provided by the event organiser (a flag and two stickers). Boats with delicate hull surface may be granted an exemption by sending a written application to the Race Committee.
1.6 Yachts with canting keel ballast or water ballast must sail in the Grand Open Class. RRS 51 is modified to allow the moving of canting keel and declared water ballast only. All other movable ballast as defined by RRS 51 shall be subject to that rule.
1.7 RRS 52 does not apply.
2 ELIGIBILITY REQUIREMENTS
2.1 Competitors shall comply with ISAF Regulation 19. The person in charge shall be of age.
2.2 Each participating boat shall be insured with valid third party liability insurance.
2.3 Competitors participate in the race entirely at their own risk. See RRS 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
2.4 Participating boats shall accept a journalist/photographer or other person, appointed by the Race Committee, to stay on board during the race. Such a person does not count as part of the crew weight.
2.5 Participating boats shall have valid VHF certificates from the relevant national authority. Swedish boats shall also have subscription to Stockholm Radio.
2.6 A boat shall accept to carry positioning and/or camera equipment on any given position on board during the race. The Race Committee will supply the equipment.
2.7 Owners to participating Swedish boats shall be members of the Swedish Offshore Racing Association, www.shf.nu.
2.8 a) For all rating rules a minimum of 15 entries is required in each class.
b) A minimum of 10 entries is required in each One Design class.
2.9 Classic Yachts are defined as boats built in wood or metal launched before December 31, 1967 and remained mainly conformal to their original plans. Alternatively a replica built any time, which is built in conformity with, or as a copy of an existing boat, or according to an original one-off design prior to December 31, 1967. The Race Committee decides if a boat is allowed to enter as a Classic Yacht.
2.10 The Race Committee has full authority to determine the eligibility of any yacht to enter and will divide into classes and adjust length of courses, at its discretion, when the entry date has expired. Boats less than 7 m Loa can only participate after approval by the Race Committee.
3 ENTRIES
3.1 Advance entry shall be made not later than June 1, 2009 online at www.ksss.se, with a copy of valid signed rating certificate. Entries may be accepted until June 18, 2009 at increased entry fee. Such entries require acceptance by the Race Committee. The rating certificate may not be changed after June 24, 2009 except as a result of a rating protest or to correct adjusted data from the rating office. This changes the SweLYS/SRS rule C3.3 and RRS 78.2.

The entry fee is paid via the entry form online, www. ksss.se. Late entry fee after June 1, 2009.
3.3 Confirmation of entry will be sent by mail from May 2009. If an entry is withdrawn before June 18, 2009, the entry fee will be repaid after the deduction of administration expenses of SEK 700.
4 REGISTRATION AND STARTING PROGRAM
4.1 Registration shall be made at the Race Office in Sandhamn not later than June 30, 2009, at 15.00 upon completion of the safety inspection and delivery of the crew list signed by the person in charge. Starting Program with starting order and starting lists will be handed out at the Race Office.
5 SAILING INSTRUCTIONS
5.1 The sailing instructions will be sent by mail.

7 EQUIPMENT AND MEASUREMENT CHECKS
7.1 A boat or equipment may be inspected at any time for compliance with certificates, class rules, special regulations, notice of race and sailing instructions.
8 SAFETY INSPECTION
8.1 The safety inspection will take place at designated Safety Inspection Stations at Sandhamn and Lökholmen. Safety inspections for Sandhamn Open or Hangö – Sandhamn 2009 are also valid.
9 COURSES AND REPORTING OF ROUNDING
9.1 The courses may be sailed clockwise or anticlockwise, to be announced at the Skipper’s meeting. The Race Committee may change the courses.

9.7 Areas marked “Tillträde förbjudet/Entry prohibited”, or in another way stated that entry is prohibited are designated obstructions.
9.8 A boat shall report the passing of rounding marks via VHF-radio as stated in the Sailing Instructions. If it is not possible to establish VHF contact, reporting shall be made via mobile phone to KSSS Race Control as soon as possible.
10 PENALTY SYSTEM
10.1 Except what is stated in RRS 64.1a, the jury can penalise a boat with an addition of 5% to the sailed time.
10.2 A boat notified OCS will be penalised in accordance with 10.1 in the Notice of Race.
10.3 In alteration of RRS 63.1 a boat, failing to report rounding on VHF in accordance with paragraph 9.8 in the Notice of Race will, without hearing, be penalised in accordance with paragraph 10.1 in the Notice of Race. Such a boat will be notified in the list of results.
11 SCORING
11.1 ORC International time allowance will be based on the Performance Curve Scoring System, Ocean for PCS. For ORC Club, IRC and LYS “Time-on-Time” will be used.
11.2 ORC Club boat with valid ORC International certificate may use TOT offshore from the ORC International certificate.
11.3 Double handed scoring may be used in ORC Club and IRC Endorsed.
12 TROPHIES
12.1 KSSS prizes for each class according to the number of boats entered in the class: one prize for every five boats or part of five, until a maximum of eight prizes for each class.
Perpetual trophies see special list.
A plaque will be given to each crewmember on board participating boats.

Mooring
Participating boats do not pay any mooring fee in the KSSS Harbours in Sandhamn/Lökholmen from June 29 to July 5, 2009.
Official Speed records
Round Gotland official speed records are registered at ISAF World Sailing Speed Record Council and can be reviewed at www.sailspeedrecords.com. The speed records are 14,38 knots for Multihull and 10,88 for Monohull.
Regatta Dinner
The Regatta Dinner in Sandhamn, will take place immediately after the Prize Giving Ceremony Saturday July 4. Tickets for the dinner and reservations can be obtained by the Sandhamn Hotel and Conference only, please e-mail to gotlandruntbord@sandhamn.com.
Tender boats
Tender boats for participating crews pay half the mooringfee during the regatta, from June 29th to July 5th. Electricity is not included.
