1    RULES
1.1
    The event will be governed by the rules as defined in the Racing Rules of Sailing 2009-2012 (RRS). For multihulls the RRS rule 44.2 is changed so that only one turn, including one tack and one gybe is required.

1.2    SweLYS/SRS boats not participating in the Eurocard Round Gotland Race 2009 may participate under ISAF Offshore Special Regulations Category 5. For all other yachts ISAF Offshore Special Regulations Category 3, Monohulls and Multihulls with Life Raft, will apply with the following amendments:
a) Classic yacht with construction limitations that do not meet ISAF Special Regulation Category 3 with Liferaft, can apply for exemption. Such application shall be at the KSSS office in Saltsjöbaden no later than Thursday June 18, 2009.
b) Emergency navigation lights according to 3.27.4 do not have to comply with the International Regulations for Preventing Collision at Sea concerning light angles (2.03.3).
c) Liferaft(s) must be stored on deck or in special storage space accessible from cockpit. One fire extinguisher must be reachable from cockpit.
d) Liferaft, according to paragraph 4.20.4d, must have been serviced after 2007-05-01.
e) Vacuum packed life rafts must have been serviced after 2006-05-01 if the specifications from the manufacturer and the service station certificate allow this.
f) Life rafts on board chartered boats and rented life rafts, all of valise type, must have been serviced after 2008-05-01.
g) Liferafts complying with ISO 9650 standard shall follow ISO 9650-1 Type 1 regulations (High wind speeds and significant waves may be experienced). Temperature class B and Equipment Pack 2 (<24 h) is accepted.
h) Inflatable life jackets must have been inspected after 2009-05-01 by the person in charge and the auto inflation devices expiry dates must be in accordance with the manufacturer’s specifications.

1.3    International Measurement System (IMS) and ORC Rating Systems will apply for ORC International and ORC Club. Yachts participating in the IRC class must be fully compliant with the IRC Rules Parts 1, 2 and 3. The SweLYS/SRS rule will apply for SweLYS/SRS.

1.4    Swedish competitors shall, when racing under Handicap System and Rating Rules, follow the licensing rules for advertising as decided by the Swedish Sailing Federation.

1.5    All boats shall in accordance with ISAF regulation 20, display advertising provided by the event organiser.

1.6    RRS 51 is modified to allow the moving of cant keel and declared water ballast only. All other movable ballast as defined by RRS 51 shall be subject to that rule.

1.7 RRS 52 does not apply.

2    ELIGIBILITY REQUIREMENTS
2.1
    Competitors shall comply with ISAF Regulation 19. The person in charge must be of age.

2.2    Each participating boat shall be insured with valid third party liability insurance.

2.3    Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

2.4    A boat shall accept to carry positioning and/or camera equipment on any given position on board during the race. The Race Committee will supply the equipment.

2.5    The Race Committee has full authority to determine the eligibility of any yacht to enter and will divide into classes and adjust length of courses, at its discretion, when the entry date has expired.

2.6    A minimum of 10 entries is required in each class.

3    ENTRIES
3.1
    Advance entry shall be made not later than June 15, 2009 online at www.ksss.se, with a copy of valid signed rating certificate. Entries may be accepted until June 21, 2009 at increased entry fee. Such entries require acceptance by the Race Committee. The rating certificate may not be changed after June 23, 2009 except as a result of a rating protest or to correct adjusted data from the rating office. This changes the LYS/SRS rule C3.3 and RRS 78.2.

3.2    The entry fee is SEK 1650, late entry, SEK 2475 (after June 15) and is to be paid online through the entry form, www.ksss.se.  

4    REGISTRATION
4.1
    Registration shall be made at the race office in Sandhamn not later than Thursday June 25, 2009, at 21.00.

5    SAILING INSTRUCTIONS
5.1
    The sailing instructions will be handed out upon completion of the registration.

6.2 Seven races are scheduled, one coastal race, app. 6 hrs and six W/L races.

7    RACING AREA
7.1
    The racing areas will be close to Sandhamn.

8     THE COURSE
8.1  
 For the coastal race, the course will be presented at the skippers meeting. The following sea charts may be used: 61, 611, 612, 613, 6143, 6144, 615, 616, 617, 621, 6171, 71,72, 73, 731.

8.2    For the W/L races a windward-leeward course will be sailed.

9    PENALTY SYSTEMS
9.1
    Except what is stated in RRS 64.1a the jury can penalise a boat for the coastal race with an addition of 5% to the sailed time, in accordance with what is stated in the sailing instructions.

9.2    A boat notified OCS in the coastal race will be penalised in accordance with 9.1 in the Notice of Race.

10    SCORING
10.1   
International time allowance will be based on the Performance Curve Scoring System, Ocean for PCS for the coastal race and W/L for the W/L races. For ORC Club, IRC, and LYS “Time-on-Time” will be used.

10.2    ORC Club boat with valid ORC International certificate may use TOT offshore from the ORC International certificate.

10.3    The coefficient for the coastal race is 2 and for each W/L 1. If five or more W/L races are completed, one W/L will be discarded.

11    TROPHIES
11.1
    KSSS prizes according to the number of entries, one prize for every fifth entry, but maximum 8 prizes per class.

ISAF Offshore Special Regulations 2008/9
ISAF Offshore Special Regulations 2008/9 Category 3 and 5 can be found at www.sailing.org. A Swedish version of Category 3 can be found at www.shf.nu. Mooring Competing boats do not pay mooring fee at the KSSS harbours in Sandhamn/Lökholmen between June 25 – 28, 2009.

Tender boats
Tender boats for participating crews pay half the mooringfee during the regatta, from June 25th to June 28th. Electricity is not included.
