PRELIMINARY NOTICE OF RACE

||ÅF Offshore Race 2014 organised by the Royal Swedish Yacht Club, KSSS.
||ORC International with GPH up to and including 675,0.
||Big Boat Class ORC International with GPH < 510,0
||SRS according to SRS table 2014 or SRS measurement certificate 2014 with a SRS rating of at least1,040 and at the most 1,499. (SRS rating > 1,499 Big Boat Class).
||Double handed according to SRS table 2014 or SRS measurement certificate with a SRS rating of at least 1,040. A minimum of 15 entries is required for a double hand class.
||Start in Stockholm on Sunday June 29th 2014. Restart close to Sandhamn may be necessary depending on weather conditions.
1.1 The event will be governed by the rules as defined in the Racing Rules of Sailing (RRS), except that between 23 00 and 03 00 RRS part 2, shall, in applicable parts, be replaced by the International Regulations for Preventing Collisions at Sea and the Swedish “Sjötrafikföreskrifter”.
1.2 ISAF Offshore Special Regulations Category 3, Monohulls with Life raft, will apply with the following amendments:
a) One fire extinguisher must be reachable from cockpit
b) Emergency navigation lights according to 3.27.4 do not have to comply with the International Regulations for Preventing Collision at Sea concerning light angles (2.03.3).
c) Life raft, according to paragraph 4.20, must have been serviced after 2012-05-01.
d) Vacuum packed life rafts must have been serviced after 2011-05-01 if the specifications from the manufacturer and the service station certificate allow this.
e) Life rafts on board chartered boats and rented life rafts, all of valise type, must have been serviced after 2013-05-01.
f) Life rafts complying with ISO 9650 standard shall follow ISO 9650-1 Type 1 regulations (High wind speeds and significant waves may be experienced). Temperature class B and Equipment Pack 2 (<24 h) is accepted.
g) Inflatable life jackets must be inspected after 2014-05-01 by the person in charge and the auto inflation devices expiry dates must be in accordance with the manufacturer’s specifications.
h) A mainsail reefing shall be able to reduce the luff with at least 25% changes OSR 4.26.4g.
1.3 International Measurement System (IMS) and ORC Rating Systems will apply for ORC International. The SRS rule will apply for SRS classes.
1.4 All boats shall in accordance with ISAF regulation 20 display advertising, provided by the event organiser, one flag and stickers. Boats with delicate hull surface may be granted an exemption by sending a written application to the Race Committee.
1.5 RRS 51 is modified to allow the moving of canting keel and declared water ballast only. All other movable ballast as defined by RRS 51 shall be subject to that rule.
1.6 RRS 52 does not apply.
1.7 All boats shall be equipped with AIS transponder in active mode during the race.
1.8 In the area for the race Stockholm - Sandhamn heavy commercial traffic will appear. Participating boats have to keep well clear from all commercial ships. In case of risk for a close situation the engine shall be used to avoid such a situation. If engine must be used it should not result in a significant advantage in the race.
2 Eligibility requirements
2.1 Competitors shall comply with ISAF Regulation 19. The person in charge shall be at least 18 years old.
2.2 Each participating boat shall be insured with valid third party liability insurance.
2.3 Competitors participate in the race entirely at their own risk. See RRS 4, Decision to Race. KSSS will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the race.
2.4 Participating boats shall accept a journalist/photographer or other person, appointed by the Race Committee, to stay on board during the race. Such a person does not count as part of the crew weight.
2.5 Participating boats shall have valid VHF certificates from the relevant national authority. Swedish boats shall also have a license agreement with Stockholmradio.
2.6 A boat shall accept to carry positioning and/or camera equipment on any given position on board during the race. The Race Committee will supply the equipment.
2.7 The Race Committee has full authority to determine the eligibility of any boat to enter and will divide into starting groups and adjust length of courses, at its discretion, when time for entries has expired.
2.8 Boats less than 7 m LOA can only participate after approval by the Race Committee.
2.9 Minimum crew 2 persons.
3.1 Entry shall be made not later than May 15th 2014 online at www.ksss.se. A copy of valid signed rating certificate shall be sent to email@example.com. Entries may be accepted until June 16th 2014 at increased entry fee. Such entries require acceptance by the Race Committee. The rating certificate may not be changed after June 16th 2014 except as a result of a rating protest or to correct adjusted data from the rating office. This changes RRS 78.2. Maximum 300 boats are allowed to enter the race.

3.3 Confirmation of entry after payment on line of entry fee. Information about how to log in on www.ksss.se for completion of details about the boat and crew will be sent by e-mail from beginning of June 2014. If an entry is withdrawn before June 5th 2014, the entry fee will be repaid after deduction of an administration fee of SEK 1 000.
4. Registrations and Starting Program
4.1 Registration shall be made at the Race Office in Stockholm not later than June 28th 2014 at 15:00 hours after having filled in the mandatory information about boat and crew on the www.ksss.se and upon completion of the safety inspection and the delivery of the check list and disclaimer signed by the person in charge. Starting program with starting order and starting lists will be handed out at the Race Office.
5. Sailing Instructions
5.1 The sailing instructions and confirmation of the entry will be published on www.ksss.se May 15th 2014.

7. Equipment and measurement checks
7.1 A boat or equipment may be inspected at any time for compliance with certificates, class rules, special regulations, notice of race and sailing instructions.
8. Safety Inspection
8.1 The safety inspection will take place at designated Safety Inspection Stations in Stockholm. Safety inspections for Sandhamn Open and Hangö – Sandhamn 2014 are also valid.
9.1 The Race Committee has full authority to change the course.
9.2 The course will be announced in the Sailing Instructions.
The starting line is situated in Stockholm inner harbour close to Kastellholmen.
The entire course (approximately 350 M) shall be sailed continuously except if weather conditions will force the Race Committee to cancel the archipelago part (app 40 M). If so there will be a restart close to Sandhamn.
9.3 It is forbidden to pass into areas marked “Tillträde förbjudet/Entry prohibited”, or in another way stated that entry is prohibited. Such areas are designated obstructions according to RRS.
9.4 A boat shall report the passing of rounding marks via VHF-radio as stated in the Sailing Instructions.
10. Penalty system
10.1 Except what is stated in RRS 64.1a, the jury can penalise a boat with an addition of 2,5%, 5% alternatively 10% to the sailed time.
10.2 A boat notified OCS will be penalised in accordance with 10.1.
10.3 In alteration of RRS 63.1 a boat, failing to report a rounding or passage in accordance with 9.4, or does not have the AIS in active mode in accordance with 1.7 can, without a hearing, be penalised in accordance with 10.1. Such a boat will be notified in the list of results.
11.1 ORC International time allowance will be based on the Performance Curve Scoring System, Ocean for PCS. SRS will be Time on Time scoring.
12.1 KSSS prizes for each class according to the number of boats entered in the class: one prize for every five boats or part of five, until a maximum of eight prizes for each class. Perpetual trophies see special list.A plaque will be given to each crewmember on board participating boats.
On www.ksss.se all information about the race, Mooring Plan, Starting Area, Starting Groups, Social Events etc will be published.

Participating boats have to moor at the latest 18:00 hours on Friday June 27th at the race village and do not pay any mooring fee in designated areas in Sandhamn after finish until Thursday July 3rd.

Official Speed records
ÅF Offshore Race official speed records are registered at ISAF World Sailing Speed Record Council and can be reviewed at www.sailspeedrecords.com. The speed records are 14,38 knots for Multihull and 10,88 for Monohull.

Competitors agree to be bound by International Sailing Federation Racing Rules of Sailing (RRS), the Sailing Instructions and the Notice of Race. Competitors agree to take any and all responsibility for nautical qualities of their boats, the rigging, the crew’s ability and the safety equipment. Competitors also agree to take any and all responsibility for damages caused to third party or its belongings, to themselves or to their belongings, ashore and at sea as a consequence of their participation in the Regatta, relieving of any responsibility for KSSS and all persons involved in the organisation under whatever qualification and to accept full responsibility for the behaviour and dress of the boats crew, representatives and guests. Competitors are to be aware of ISAF part I Fundamental Rule 4: “The responsibility for a boats decision to participate in a race or to continue racing is hers alone”.
In any case, Competitors agree that the KSSS, the sponsors and their agents have no responsibility for loss of life or injury to members or others, or for the loss or damage to any vessel or property.
As part of the registration process, each individual participating crewmember will be required to sign a declaration accepting this disclaimer or liability.
